The Somaliland National Health Professions Commission is a statutory body with the mandate of regulating, accrediting and licensing health care professionals, health training institutions and health care facilities. As regulatory body, with the Act 19/2001, NHPC will ensure that health cadres, institutions, and health service provision meets the standard requirements expected of them in order to provide quality health services to Somaliland citizens.

Purpose of the position

Under the supervision and overall guidance of the Executive Director and support of the Program Development and Support Officer of NHPC, the Senior Regulation Officer will be responsible for implementing all health regulation department activities, and will coordinate and supervise the regulation officers.

The successful candidate will be part of NHPC dynamic team in Somaliland that works together to the betterment of quality health care service in Somaliland.

Key Responsibilities of the Senior Regulation Officer:
  • Develop Plan, schedule and direct activities related to the accreditation, licensure and registration of health professionals, health training institutions and Health Care Facilities in Somaliland.
  • Lead the NHPC team, Technical subcommittee on Registration & Licensure to implement program related to health training institutions and Health Care Facilities in Somaliland.
  • Take a lead in organizing trainings, workshops, meetings, community sensitizations and all activities related to the accreditation, licensure and registration.
  • Contribute to program development by facilitating participatory stakeholder workshops with health agencies and other relevant organizations
  • Work closely with the Executive Director and sub-committee on necessary changes to achieve planned outcomes
  • Ensure the submission of timely and high quality reports to the Programme Development and Support Officer and to NHPC Executive Director.
  • Direct and oversee short-term and long-term planning of regulation department.
  • Manage and supervise/coach regulation teams and provide guidance.
  • Prepare and submit monthly department reports.
  • Review, evaluate, and compile files and reports for submission.
  • Monitor and update national and international registration requirements through reviews and discussions with the Executive Director and technical committees
  • Coordinate and prepare document packages for patient’s complaints, malpractice cases and submit to the Executive Director.
  • To lead and supervise all field trip and assessment of health training institutions and health care facilities
Required Qualifications and Experience:
  • Degree in Medicine or masters degree in other Health Sciences.
  • Minimum 5 years experience working in the Health Sector of Somaliland.
  • Experience in implementing development and health projects in Somaliland.
  • At least 3 years experience in working with international NGOs
  • Excellent command of written and spoken English
  • Computer literacy with high level of knowledge and practice with Microsoft Office package;
  • Ability to work with multiple stakeholders.
  • Ability to manage a range of procedures
  • Good conceptual, supervision and analytical skills.
  • Willingness to travel to rural areas;
  • Ability to work with tight deadlines for reporting;
  • Willingness to learn health sector regulation practice.
  • Arabic language an asset
